Unacceptable!

This photo is really blurry. It was dark and I was fairly far away. So allow me to paint a picture you so better understand my outrage.

This is a...I'm going to guess, 15 year old girl outside a movie theater in Santa Monica. And that black strap around her back is her bra. And that tiny gray patch of fabric on her lower half are a pair of shorts. You can't see it but there's an equally tiny piece of draping, gray fabric over the front of her chest.

WHERE ARE THIS GIRL'S PARENTS?
